What BCOM does
BCOM works to ensure people and businesses can access safe, reliable and fair communications services. It operates independently of ministers while remaining accountable to Parliament under fictional legislation.

Statutory role
Under the fictional Communications Code 2026, BCOM sets regulatory conditions, issues licences, monitors compliance, investigates complaints and may take enforcement action.
